On June 16, 1959, Pope John XXIII (1881-1963) appointed Monsignor Lino Zanini as his representative to the Trujillo regime, who took distance from the regime and promoted the drafting of the Pastoral Letter that was read on January 31, 1960, denouncing the violations of rights by the regime.
